After a lively chat with some of the Ubuntu archive administrators on #ubuntu-devel, it was decided to place the emacs22 package into main, and move the emacs21 package from main to Universe. Also, we want to make it so that when you do aptitude install emacs, you get emacs22.

There are still a few packages left that need to be modified to use emacs22 in order to pull this off. Hopefully I can finish them off this weekend.
